Deactivated user wants to sign in to system

expected behavior

User sees a message "user with this email is deactivated"

actual behavior

The user does not see the message, after entering the login and password the page is updated.

preconditions

1. User exists in system
2. User is deactivated

steps to reproduce

1. go to the login page
2. enter login and password
3. press "Login"
