Add `dash0 failed-checks` subcommand

Introduce the dash0 failed-checks query command. It allows to filter failed checks by status with the --status resolved|degraded|critical argument. It supports the --filter argument like dash0 spans query, but it applies on the failed check attributes. It supports all the other arguments like dash0 spans query. It supports all the output formats of dash0 spans query, with semantic coloring for failed checks status.
