Provide feedback in `dart installed` if there's nothing installed

Currently the command doesn't output anything if you haven't installed anything with dart install. We should provide some indication to developers that the command worked.

If there's a chance that there's no installations due to an issue with their system or setup, we could also provide relevant troubleshooting information or a way to report an issue.
