Create a Dart msi installer

Describe the problem

Can you create a Dart installer or Dart msi program. I tried downloading the Flutter SDK and it was missing some key files. I feel the installer would be the easiest solution. I and my associates will be using Dart for web, desktop, and server applications, including usage of Asynchronous programming.

Thanks for filing as issue! Could you expand on what files were missing?

If you're using Flutter, you shouldn't need to download the Dart SDK separately, and when developing a Flutter app or project you should always use the Dart SDK it comes with.

When downloading Flutter, its bin/ folder also has a dart executable that will be added to your PATH if you add the entire directory.

If you need the full SDK location, such as in an IDE or other tool, you can find it in the <flutter install directory>/bin/cache/dart-sdk directory.

As for creating an MSI installer, if you think that's necessary, I recommend you create an issue on the dart-lang/sdk or flutter/flutter repositories depending on for what SDK. Personally I think supporting installation through winget might be more helpful. An issue for that is tracked in #43977.
