[dart2js] pkg/compiler/test/end_to_end/dump_info_test if flaky or timing out

The test started flaking when a change to the configuration shared the unit tests. Now it is timing out. It might have been timing out since the change to the configuration because the logs do look the same but was reported as a flake for reasons I don't understand.

I'm going to skip the test for now since timing out just makes the test bots run longer.

@joshualitt It sounds like you have been working with the dump_info tool lately. You might have an idea what could be going on here.

As an experiment I created a CL that added some logging to the test: https://dart-review.googlesource.com/c/sdk/+/215942, but didn't get to find the output of the logs :(

Surprisingly, though, on the try-job run the test failed first in the shard, but passed during the deflaking step.

@joshualitt @Markzipan I skipped this test at the time but is this test worth resurrecting at this point?

Given dump_info's increasing use, I'd prefer that its (relatively few) tests be live. I'm not super familiar with these end_to_end/ tests though - are these still timing out?

I'm not aware of anyone looking at this test since it was skipped. You probably need to experiment with it to see if it can actually run correctly or if it is still timing out.

That said, do you think getting it working again is a P1 issue that we would address soon? If not feel free to adjust the priority.

This isn't a super high priority, but I can resurrect this when I have more time. Downgraded to P2.
