VS Code extensions

Since 11.0 will have VS Code server, some extensions worth considering:

• aaron-bond.better-comments
• Python
• Pylance
• mechatroner.rainbow-csv
• charliermarsh.ruff

I also got ton of there stuff but mostly related to development. I don't think that needs to be in the container.
