[Bug]: WebUI Tooltips Rendering, but not being Shown #1790

What happened?
Bug
When hovering over the Model Controls, the tooltips were not being shown. We saw a help cursor, and the tooltip was rendering on the DOM, but the tooltip was being constrained by a bounding div, and not showing.
Steps to Reproduce
Go to the WebUI, and click on the Model Controls.
Hover over any of the model control labels
Note the tooltips not being displayed, but the pointer turns to a help pointer.
