CLI App installable with winget #44

Hello,
I wonder if it would be possible to generate a small CLI app for managing passwords using this library.
And then upload it to winget.
That should e.g. allow accessing Windows Credentials from within WSL, which currently isn't possible.
It would then e.g. allow implementing jaraco/keyring#622 .
