Release bumps: cz bump sometimes results in NO COMMITS TO BUMP

I've noticed that using poetry run cz bump sometimes results in a warning and no changes applied with message:

[NO_COMMITS_TO_BUMP]
The commits found are not eligible to be bumped

I believe this stems from mixed commit message titling for the project. The result is that the release author must manually compile the release number and notes within the CHANGELOG.md which takes some time.
