Using "no_ota" partition scheme doesn't work for Arduino CI/CD

The Arduino build actions fail, because I don't know how to pass the partition scheme to arduino-cli.

Opened ArminJo/arduino-test-compile#22 and asked for help.

Fixed.

Leaving this issue open so I remember to removed that hard-coded commit when ArminJo/arduino-test-compile#22 has been merged into their release.
