feat(1681): commit full-suite patch-liveness report for triage input

470 dead-patch rows (185 distinct file+target sites, 105 test files)
and 1,244 untracked non-mock replacements, generated from the full
suite. The two conftest-wide autouse suppressor targets (99% of raw
dead rows) are excluded and documented as the canonical
allowlist-intentional case for #1685.
