Daily tournament winner gets to choose #1776

Add a dialog to come up when a tournament is over encouraging the winner to choose the following day's tournament.
jpmassar: Perhaps when the 5:05 tournament is over a message could pop up saying that the winner can choose the next game?
This will require some way of knowing when it's appropriate to do so. Currently, Mb2 suggests a start time of one day from the start of the most recently won (or perhaps finished) tournament, but that has little downside if the suggested start is wrong. Encouraging people to create tournaments after winning a non-daily tournament seems like a bad idea.
I am not currently assigning this a priority high enough for me to work on, in part because our dialogs are currently done via UIkit and I'd like to move away from UIkit. I also really need to line up money and do other business things. OTOH, this was a request and jpmassar is a regular, so I hope it won't stagnate.
