[Functionality] expand Editor level permissions to include Menus

Problem

At current, Editors can edit content within the site, but nothing else. By default WordPress considers Menus to be outside the scope of "content" and therefore only allows Admins the capability of editing Menus.

Description

To resolve this, a custom function in the functions.php file needs to be added to expand the role of Editor to include Menu editing.
