Mapping dependency does not allow for specifying version of the target

When building profile-informed model info files, the target mappings rely on a dependency to the model specified by the "targetUrl". However, there is currently no mechanism for specifying what version of that model the mapping targets. This gap needs to be closed, consider a "targetUrlVersion" element that specifies the version of the target model info.
