Implementation plan:

  • Extract publicdata bundle
  • Within bundle, run normally on edu.uh.grade_distribution/records.csv
  • Wait for upload_queue to empty
  • (new) Write upload for patch files, located within bundle: io.cougargrades.publicdata.patch/*.json

8c38bf5 adds updates for using the new PUT /private/GradeDistributionCSVRow endpoint and some other UX improvements.
