Tool to obtain a phasogram

This is an intermediate task toward a phase resolved analysis.

As a step, we need a tool that takes unbinned data and an ephemeris, and results in a histpy Histogram with the phases as a axis.

Using only source counts for now is fine. Eventually, in a later step, we'll need event selections, taking into account the background, and various timing corrections.
