Vertical center selected time of c-time-picker

If a c-time-picker becomes visible, the currently selected time is always at the top of the control. If you want to reduce an hour, minute or second, you need to scroll.

The same is true when you select a hour, minute or second. The control will scroll the new selected value to the top.

It would be really nice, if the currently selected time would be in the middle of the control, so that you can reduce hour, minute or second without scrolling.

The same should be true, when you select a new value.
