Investigate how to leverage diffoscope

We've gotten a few requests to investigate leveraging diffoscope to detect differences between build artifacts. There is no specific ask here, as much as there is an investigation as to how we can use this tool to our benefit.

We may want to diff between:

• Various conda-build artifacts from the same recipe file (different versions, different build numbers, different runs, etc)
• Various rattler-build artifacts from the same recipe file
• Equivalent artifacts equivalent conda-build and rattler-build recipe files

The result of this work may be to develop a wrapper script in CRM to leverage the tool. In the short term, we may end up just running it as part of an integration test. We don't know what we don't know.
