Top level functions in any mill files

Could we enable top level functions in other .mill files than build.mill and package.mill?

For example I would like to create project/ci.mill:

def ci = Task:
  Task.log.info("Checking style")
  `my-app`.style()

  Task.log.info("Publishing")
  `my-app`.publishArtifactory()

And then run ./mill project.ci in CI

It's possible, but we already have two places to put things -project/ci/package.mill and project/package.mill inside an object ci - so not sure if it's really worth adding a third

The idea is to make it consistant with Scala 3. I really enjoy defining top level functions without declaring objects in Scala and naming files after the function's name. We have entire projects almost all in top level functions.

It makes it super simple and easy to find. If I define it in project/package.mill it's hard to find when browsing. project/ci/package.mill is easy to discover but it's cumbersome to have a whole folder for 1 function.

I think it would be great to have it in mill too.
