When downloading, previous downloads are ignored. This means that if a download is abandoned part way through, it has to be restarted from scratch.

I thought I had a workaround by marking previous files as read only.

This appears to work, and the previous files are skipped in the download, however the file is deleted (despite being marked as read-only)
