Volunteer registration on site?

I just closed #17 but realised that it's probably not quite resolved. Although the site has the ability to register clubs, there seems to be nowhere to register volunteers.

I think we may be missing a piece of this puzzle.

We need this to keep track of who can fill in the lessons.

Can we look into how volunteer registration is meant to be done
