Extend the metadata model to enable the specification of reference data and its resolution. For example, there could be a property capturing the age of the population split into analysis groups, e.g. 0-5, 6-10, etc, these groupings need to be specified and their resolution captured.

@cyberdudeuk this is the issue that we were talking about yesterday. I've just improved the title of the issue but it was added as a result of user research, possibly from the extended alpha phase as it was added earlier in the year than I was remembering.
