Possible for TA to add students to closed queue, causes errors

If a TA manually adds a student to the queue while it is frozen, the student will be added to the queue; the TA who added them will not be able to remove or help them (server: undefined error). Another TA can, though.

Could you provide a bit more details on how to reproduce this issue? I've tried what I think are the steps you said you take but I can't seem to reproduce it either locally or on our production-esque dev queue
