understanding some section in code

I have to mention that I solved your code's problem (can't load any dataset), for now, if any vrp dataset have same syntax with your dataset, the program can find the best of solution of dataset.
when I complete my project, then I will send it to you that update your repository.

Unfortunatly I should do my project as soon as possible and I have some problems for understanding some sections of your code, do you have any social app or something else that I can ask my question?
