Label PRs for Affected Component Types

Describe the Feature

This action is used to trigger Spacelift builds by affected components. However, there are several types of Spacelift stacks and some will not be triggered in Spacelift depending on their attached policies. It would be helpful to label affected stack types for the given PR so that we can easily understand why some Stacks may be triggered while others are not.

Describe Ideal Solution

The action should label the PR with the component type. Component type should be consistent with Spacelift options, such as Space (plat/core/etc) or Administrative (true/false)

For example, the PR could have the following labels:

1. root-gbl-spacelift-admin-stack: administrative space:root
2. plat-gbl-dev-foobar: space:plat
