non-existent attachments_file should omit notification

I was hoping we could also get a feature where a non-existent attachment file would just not notify like with the example of text_file ? Trying to have a pipeline notify when there were changes dumped into a changelog and not send any notification if a build was executed but nothing was changed as a result of that build.
