Currently, there is no way of inserting a line before the image if image is the first item in the note.
An easy work around right now is by copying the image, deleting it, add newlines, before pasting iamge back. But I think the current behavior is not an intentional design.

An easy fix would be to add "add block above" in the menu of block editing (there already is an "add block below")
