Chocolatey can't download Netbeans

Hi, I think my Chocolatey is broken. I tried downloading Netbeans using Chocolatey but failed. It kept showing me that my environment has been changed and I should refresh it. I tried the command refreshenv in the terminal, cmd, and PowerShell and it didn't work. I might have messed up something in the system environment while tweaking around my PATH. Your solutions are deeply appreciated, thanks for reading.
