Learning Path, advanced Restricted User Access by Date

Hi,
there is already an option to restrict the Learning Path access to some users.
It was not enought for our teachers.
I've develop for v1 a improved functionnality for this.

Our teachers really appreciate it.
It does not technicaly overwrite the genuine existing functionality.

Do you need any database change for this? At first glance, it looks like all you need is already in the database.
