Update page text and documentation to reflect extension and smoothing of timeseries

Hi Charlotte

The timeseries plots that are shown on the 'detailed view' pages when clicking on a country or region have changed for the indicators listed below. The following changes have been implemented:

• The timeseries has been extended, instead of starting around 2010, the data now start at 1971; BUT...
• The data have been smoothed as 30-year running averages. This means that the timeseries plots start with the year 1986, which is the average over 1971-2000.

The timeseries plots should now be similar to those indicators where smoothing had already been applied, such as the Mosquito and Heatwave indicators.

These changes have been implemented for the following indicators:

• Tmax
• Tmean
• Tmin
• Precipitation
• Frost Days
• Tropical Nights
• BEDD (degree days)
• Snow

Links are to the development version of the Toolbox workflows, as these have not been published yet. Note that Tmin and Tmax have more changes implemented, which will be covered by a separate issue.

Similar changes may need to be implemented by @rolle001 for more indicators.
