I'm not sure about which this is the current limitation of GitHub Actions, the fundamental design problem of GitHub Actions, or our implementation problem (I doubt the last is not a root problem for this).

But the current code base takes ~30 second to react user comment. It's the problem that the lack of realtime-ness as a bot which has some interaction for user.

Until we resolve this problem, we need to recommend any GitHub Apps to user.

When I had developped popuko and used it, it reacts to user's comment in 5 sec quickly. I think that we should use a bot to avoid this problem, and we should not use GitHub Actions for this kind of real-time task.
