error in pyinstaller

i have this error, any help?
i run it in windows 11, with python 3.11.6

i download pyinstaller and i change in spec file the ardubloskly to ardublocklyserver.
in linux everything whent good but in windows no.

It doesn't seem to work on python 3.11.
I looked into it and it needs to be < 3.9

I'm building with 3.6.8.
