Focus indicators for various buttons may need to be adjusted

Most button's focus indicators may have to be modified. For this blue button, it looks like the focus is inside the button (inset), which is fine, but the draft new Focus Appearance (Minimum) requirement in WCAG 2.2, as currently written, requires the area of the focus indicator to be as big as a 1 CSS px border around the outline. The white rectangle is likely going to have to be thicker than 1px.

However, for some buttons, it looks like the current focus is achieved by reducing the size of the button and adding a blue indicator around the outside. This is might pass, but once the language of the SC is finalized, we'll need to have some careful scrutiny.
