Describe the feature, why the feature matters to you, and what benefits the feature will bring about.
The English keyboard layout is required during the installation process. If the user selects (or if it’s automatically selected based on the chosen language) a non-English keyboard layout, the English layout should be added automatically.
This was the behavior of the legacy Ubiquity installer.
It would greatly improve the user experience, especially for newcomers who have never used Ubuntu before.
