Add addon for opentelemetry collector

Summary

OpenTelemetry is a CNCF project tracking observability of software in open source projects.
The OpenTelemetry project has support for Kubernetes with the collector, which can scrape kubernetes information, its helm chart and the operator which features the ability to auto-instrument pods by injecting OpenTelemetry language SDKs.

Why is this important?

This addon can be a simple addition to microk8s that can greatly benefit users to get started in using OpenTelemetry with a managed solution.
