Problem description

The Population Density Data WG is evaluating whether to target v1.0 (Stable) instead of v0.4 for Fall26. We appear to meet most Stable-readiness criteria, but there is one open point: “Previous public version is certified (mandatory for publishing a new stable)”.

In practice, some operators only decide to certify once an API is Stable, and we have seen similar timing discussions in other repos (e.g., Device Swap). We want to align early with Release Management so the WG can plan accordingly to fall26.

Expected action

  • Share Release Management’s interpretation of the “previous public version is certified” prerequisite for a Stable (v1.0) release.
  • If there are known alternatives (e.g., sequencing, exceptions, or recommended approaches), please point us to the preferred path so we can decide between v1.0 vs v0.4 for Fall26 planning.
