Description
We apply for an exception to include the initial public release of High-Throughput Elastic Network API (vwip) in the Spring26 meta-release.
Motivation:
Addresses urgent market need: Provides standardized high-throughput elastic network capabilities for enterprises with massive data transmission requirements, such as cross-cloud backup, model training, and scientific computing.
Feature-complete and stable: Core API functions (transmission scheduling, dynamic bandwidth allocation, load balancing) are already implemented and stable.
Commitment to timeline: We are prepared to dedicate resources to meet the tight Spring26 M3/M4 deadlines, leveraging the existing YAML code and technical foundation.

We fully understand the Release Management team's recommendation for an independent release first. In parallel to this request, we are acting on that advice by:
Proceeding with preparations for an independent release based on the commercialized use cases.
Actively aligning the API with the latest Commonalities/ICM, ensuring consistency with industry standards and protocols.
Supporting Info: The Scope Issue and Release Tracker are currently being created, and we will complete them as soon as possible. Meanwhile, we are advancing the work related to the API Readiness Checklist.
