Create the template of a review request for independent API releases

Problem description
we need to allow API teams to request the review by release management for an independent API release.
for this we need an issue template to be created.

I propose that the process is (for now):

• API team to create a review request in release management repo
• RM team to assign the reviewer

Expected action
create an issue template for the independent review
This should already use/point to whatever is possible from the automation processes.

It is needed ASAP as the teams are starting to request Spring26 participation and we want to request some to rather do an independent release.

the following was discussed in the release management meeting:

• API projects who want to do an independent release can request the review by release-management_reviewers once their API alpha or release-candidate is ready according to the team
• Release Management team will create a review issue in the Release Management repository for tracking the requests using an already available template
