Scope Issues for "knowledge-base-manage v0.1.0", "qa-assistant-manage v0.1.0" and "qa-assistant-service v0.1.0" under MetaRelease Fall25

Expected action
Generate version v0.1.0 with the scope agreed.

Please consider the checklist https://github.com/camaraproject/ReleaseManagement/blob/main/documentation/API-Readiness-Checklist.md when planning the work. For Fall25 already M3 release (with the release candidate version) would need for example to have basic test definitions.

And be careful: "lihaojie-CMCC
linked a pull request that will close this issue 15 hours ago" ... remove the link in #10 to the scope issue, as that PR won't fulfill all steps towards the Fall25 release.
