Usage of GENERIC_422_SERVICE_NOT_APPLICABLE error code

Dedicated Network [Issue#46]([Accesses API] Improve error handling when access is requested at incorrect time) addresses an issue when the accesses API is used at an incorrect time, e.g. when the Network is already in TERMINATED stage.

The error code GENERIC_422_SERVICE_NOT_APPLICABLE with description "Service not applicable for the provided identifier" seems to be usable for handling this case. The provided identifier is a NetworkId and the state of the network does not allow the requested service.

Is this interpretation of this generic error code correct?

imho this would be the case for a specific exception agreed within the working group because GENERIC_422_SERVICE_NOT_APPLICABLE is applicable to the concept of phoneNumber/device and this is not the case as it refers to another concept (when the Network is already in TERMINATED stage).

hmm, are you saying that all the generic 422 Error Codes are limited to device identifier usage?
From an Error Code definition (and the word 'generic'), I dont see the restriction that the identifier is limited to device identifiers. Thus, it would be good to clarify in CAMARA_common.yaml, that these Error Codes are only to be used with Device Identifiers.
