TextInput: setting activeUnderlineColor to "transparent" makes the TextInput unable to receive touch events #4843

Current behaviour
Touch events are not registered.
I believe this is related to the New Architecture, per this issue filed on React Native. However, the resolution to this issue was that this is expected behavior, so this is still a bug here.
Expected behaviour
Touch events should register.
How to reproduce?
Create a TextInput and set the activeUnderlineColor to "transparent". (Even a very light gray seems to trigger the issue.)
