Formatting / bullet point issues with WHOIS and MPIC ballots #570

The use of hyphens for lists in the WHOIS and MPIC ballots cause them to render badly in the PDF versions.

This would be appropriate for a cleanup ballot, and would be a great way for a newcomer to get familiar with github and ballots.

Markdown linting as proposed in cabforum/build-guidelines-action#51 could easily solve this problem for good.
