Phone Contact with Domain Contact -- Is it allowed, or is it not?

What's the difference between these two? Can they use a different title to remove the ambiguity if they are meant to be different? A strict reading of the BRs would prevent the use of 3.2.2.4.15 because a method with that exact name is banned under 3.2.2.4.3

This should be fixed in a cleanup ballot adding "v2" in the title of method 3.2.2.4.15.
