Section 7.1.2.10.5 CA Certificate Certificate Policies within the Policy Restricted table, says:

"The CA MUST include at least one Reserved Certificate Policy Identifier"

Below the table, there is an added requirement that: "Regardless of the order of PolicyInformation values, the Certificate Policies extension MUST contain exactly one Reserved Certificate Policy Identifier."

If exactly one can be included, we should update the table to reflect the same requirement
