Conformance to the latest version of the BR is a MUST

While discussing the Linting proposal, I made a comment that maybe should be considered as an issue.

In introduction of section 8 it's said "We encourage all CAs to conform to each revision herein on the date specified without awaiting a corresponding update to an applicable audit criterion. "

I think this should be worded as "CAs MUST conform to each revision herein on the date specified without awaiting a corresponding update to an applicable audit criterion. "

• Mozilla thinks the entire "Implementer's Note" should be deleted from section 8.
• Could be added as a clean-up item.
