Remove Specificity in Questions Mail List Definition

Currently, the Bylaws define the Questions Mail List as "The email list-serv currently located at [email protected] maintained by the Forum for communications from the public to the Forum." The Forum no longer uses Mailman and instead uses Google Groups with a subdomain of groups.cabforum.org. This specificity has made it difficult to migrate the Questions List to Google Groups. One alternative is to define it simply as "The email list maintained by the Forum for communications from the public to the Forum" or something similar.
