The current GitHub Action workflows are configured to be triggered by push or pull_request events, but the artifacts are set to expire after 90 days.

We should also allow them to be triggered by workflow_dispatch event to allow for ad-hoc execution (which will be identical to previous runs), at least until we start archiving the artifacts via the Releases process.
