sometimes new tab and tab search buttons overlap until you resize the window

Description

When you have "Use scrollable tab strip" and "Show scroll buttons on horizontal tab strip" enabled, sometimes the new tab button overlaps the tab search button, making one of them inaccessible. Resizing the window fixes this.

I couldn't reproduce in 1.92.x or 1.93.x as neither of them have the kHorizontalTabStripComboButton enabled (yet), but 1.93.x will.

Steps to reproduce

I can't always reproduce, but generally here were my steps:

1. Use 1.94.x with kHorizontalTabStripComboButton enabled from [CR 151] Support/Enable kHorizontalTabStripComboButton #56579
2. Enable Use scrollable tab strip" and "Show scroll buttons on horizontal tab strip"
3. I also had my default tab width set to Large, but I'm not sure if that matters either - it just helps so you don't have to open as many tabs to get scrolling
4. Open a bunch of tabs so you can easily scroll the tab strip
5. Somewhere in the middle of the tabs in the window, start closing tabs by clicking the "x" on one and just keeping your cursor in place so you can close a bunch rapidly
6. Once you see that you've closed enough so you can't scroll, move your mouse away from the tabs bar
7. Move your mouse back to the tabs bar and click on the "+" icon to open a new tab
8. See that the NTP icon shifts all the way over to the right and overlaps with the tab search icon.
