figure* disappears (figure works) and pbalance fails

I think I'm having the same issue as #420: a figure* is simply not shown in the resulting PDF (and the references to it are reported as broken) under a two-column layout (sigplan). #420 was closed after adding the pbalance option, so I tried that but unfortunately, I get an error with it:

! LaTeX Error: Command \c@abspage already defined.
               Or name \end... illegal, see p.192 of the manual.
