consider swapping out bootstrap for jquery ui

there have been a number of issues regarding bootstrap, im not sure where else it is used besides the tooltip and the loading meetings modal but it could be worth looking into using jquery ui and jQuery UI Tooltips. this are built into wordpress and could cause less clashes.

I pulled bootstrap out and it appears it's used for 2 main things i could discover so far.

1. Tabs tab() function.
2. And the popover() capability. Which is reported Unable to close meeting formats list popup window #314 Formats tooltip Bootstrap issue with cvana #280.

I have started to implement jquery-ui tabs.

A few other things are using Bootstrap

1. Buttons
2. Glyphicons.

Will migrate buttons to JQuery Ui Buttons, and Glyphicons to Font Awesome.
